Discovered editions are QUARANTINED, never auto-promoted; there is NO price-write verb on the surface — repricing attempts refuse REPRICE_FORBIDDEN
PIRATE_SOURCE_REFUSED: LibGen-class sources refuse by name in URL, metadata and check forms — this is the rights-holder-side line, and it never touches pirate infrastructure
