What it does
- Consent Registry: lineage-bound consent records — a record without lineage is void, refused at write time, and receipted as a violation
- Revocation is one-way and effective at the next check on every adapter, because adapters hold no consent copies
- DNC overlays and calling windows as versioned, lineage-bearing datasets; windows evaluate in the subject's timezone; an unknown timezone denies marketing contact
- Number Registry: enrolled numbers only, each with A2P 10DLC / toll-free verification / STIR-SHAKEN / branded-ID registration state deciding sendability per channel and scope
- Send gate: consent first, then an Agent Wallet-shaped mandate (cap, allowlists, threshold, expiry); a send receipt is writable only with a consent_record_id — an unconsented attempt produces a violation record and nothing else

Problems it addresses
- A revoked contact must become unreachable on every calling and texting tool at once
- Outbound calls and texts need consent proof attached to the receipt, not a policy checkbox
Not tested
- Live registry service form — V0 adapters share the core state file through core_engine (fixture seam, stated in README); production transport is V1 scope.
- Real DNC datasets and jurisdiction window contents — shipped fixtures are small provenance-bearing subsets; production contents ship only after the V1 counsel gate (spec 5.4/16).
- Any carrier account, live number, call, or text — none exists in V0.
